Fast Progress Completes Bay Road

We know many of you thought work on Bay Road would never begin…let alone end.

Yesterday, we completed installation of over 3,400-ft of pipe in just 41 days of construction. Before final restoration can begin, the contractor still needs to finish welding, backfill and temporary paving at this location.

Bay Road has been a challenging location to install a 60” diameter water pipeline. While crews excavated, they took caution to protect the many underground and overhead utilities that cross the pipe alignment. Moving the pipe alignment into the street to preserve numerous trees significantly limited the necessary area for placing materials and equipment. Bay Road also remained open during construction which reduced the area for construction vehicles to maneuver around the trench. And lastly, to minimize disruption to commute traffic we limited construction hours by a third to between 9 am and 3 pm.

In light of these obstacles, we are proud that pipe installation has progressed faster than expected.

And Work Starts at the Menlo Park Boys and Girls Club

Preparations are being made to begin construction at the Menlo Park Boys and Girls Club. The contractor began fencing the construction area, installing dewatering pipes, and removing other materials from the Right of Way. The heavy equipment that was digging the trench and placing pipe on Bay Road will move to the Boys and Girls Club to begin pipe installation. This work will take several weeks and is the final segment of the new pipeline that runs all of the way from the Bay Tunnel site in the east to Cordilleras Creek in Redwood City near Edgewood Road.

Edgewood Road in San Mateo County is one the Project’s most sensitive environmental areas. There are several seasonal creeks that cross the pipe alignment, lots of heavily sloped areas, and open space where animals live and nest. The Contractor is required to take extra measures to protect this area especially in the case of weather and rain events. Crews installed straw waddles, blankets and applied hydroseed to the slopes to prevent runoff in the case of rain.

In preparation for the recent rains, many of the roads and driveways crossing the alignment in this area were repaved to complete restoration. This will ensure the safety of the natural area as well as the residents who use these roads regularly.

2,500ft Completed, Only 900ft Remaining

Pipe installation at Bay Rd is moving swiftly. Approximately 2,500 feet of pipe has been installed since we began installation just after Halloween. We are currently installing pipe crossing Hedge Road leaving approximately 900 feet of pipe to be installed before we connect with the pipe already in Flood Park. PLEASE NOTE: Staging for pipe installation along Bay Road has moved to the rear parking lot of Flood Park. The park will remain open but be aware of increased truck and construction traffic through the parking lots.

Crews are working efficiently using a four part process for installing pipe along Bay Road:

1. At the front of the work, or the pipe heading, there is an excavator removing soil from the trench to make room for the pipe. It is also at this location that pipe is actually lowered into place in the trench.

2. Following this there are a number of welders connecting the pipe pieces together from the interior and exterior of the pipe.

3. Behind them the trench is filled with a special blend of soil and cement that is mixed in large light blue trucks.

4. The final part of the process is the temporary paving that follows the back fill of the trench. The temporary asphalt is hauled in by truck and moved into place before a roller compacts and flattens the surface.

Work at Pulgas Valve Vault and a Happy New Year

If you spend much time walking in Pulgas Open Space you may have noticed our continued construction work in the park. Pulgas Open Space is an important site for the Hetch Hetchy Regional Water System because it is where the new pipeline (BDPL5) along with the other existing pipelines meet on the final leg up the Peninsula to San Mateo communities and into San Francisco. From Pulgas Open Space water flows into the Pulgas Water Temple and either Crystal Springs Reservoir or Crystal Springs Bypass Tunnel as it flows north.

This week, pipe installation will be complete from Edgewood Road to the valve vault and control building at Pulgas Open Space. This is a major milestone as it connects over 7,400 feet of pipe on the west most portion of this project.

Work will continue on the valve house and control building in Pulgas Open Space. These new structures will be used to control the flow of water through the different pipes and will allow for future maintenance and repairs of the older pipelines.

There will be no construction activity on Monday, January 2nd in observence of the New Year. Please have a safe and happy New Year.

Fleishman Park Is Almost Complete…

After completing the rubber surface of the water feature in the center of Fleishman Park, there are only a few items remaining before the park can be reopened. Once the perimeter fencing and tan bark around the play structure are replaced, final inspections will allow the whole park to reopen for use by the community. Again, we thank you for your patience as we make these vital infrastructure upgrades.

Major grading and concrete work has taken place over the past several weeks to reform the landscape and replace the walkways. This work will continue while we reinstall play equipment and other park features over the next several weeks. Construction is bustling on Bay Road as we install a pipeline in the westbound lane. With traffic reduced to one lane near the pipeline construction, it is important that we all drive safely and watch for the flag men directing traffic. Crews are currently working near the Marsh Road intersection so east-bound traffic may experience delays at the traffic light.

Be safe. Please remember to:

Obey all traffic signs and directions from traffic control flag men
Drive slowly on your approach to Bay Road especially from Marsh Road
Be aware of construction vehicles at 18th Ave and Bay Road
Plan alternate routes to avoid Bay Road between Marsh Road and Flood Park during work hours (9am-3pm weekdays)

2.5 Million Safe Hours

The Water System Improvement Program is proud to have reached 2.5 million working hours on our construction projects without a significant accident. This is a major achievement that reflects how serious safety is for all of the WSIP project teams, contractors, and subcontractors throughout all 81 projects. To show appreciation for all of the workers who have made this possible we have put together a short construction video highlighting the various work that crews in the Bay Division Region do every day.

Bay Road

We are excited to share that this Wednesday the contractor began trenching and installing pipe on Bay Road. This work comes after potholing to verify the location of local utilities, and mobilizing equipment from other locations of the pipe alignment. At this time, pipe installation is expected to continue for at least 3-4 months as the contractor moves from Bay Road at the Marsh Road intersection towards Flood Park. (Please remember that all construction schedule estimates are approximate and subject to change due to weather, scheduling, or other delays. Check the blog weekly for updates!).

FAQ:

What about that piece of pipe at Bay and Greenwood Road?

The blue pipe is being stored on the SFPUC Right of Way at the approximate location where it will be installed as part of BDPL 5. As you can see, this section of pipe is different than the rest of the pipe you see stored along the alignment. That is because it is specially manufactured to include the appurtenances. When pipe installation along Bay Road approaches Flood Park that section of pipe will be installed. It will connect the section of pipeline under Bay Road to the section already installed through Flood Park.

Our Project in Perspective with the Hetch Hetchy System

This week our field office uncovered an historical photo that helps bring this project into perspective. The photo is the view from Eagle Hill in Redwood City when BDPL 1 was being installed in 1924. Below compare this photograph and one we took this week from approximately the same location. It’s quite interesting to realize how Redwood City has flourished from pasture land to the beautiful developed city it is today with trees and homes on the horizon.

Quest, a KQED show, this week featured the Water System Improvement Program (WSIP) for our Hetch Hetchy water system. Check out Quest's video segment about the infrastructure upgrades throughout the system.

Did you know that the water was first delivered to the Bay Area by Hetch Hetchy in 1934? For some more history, check out this video produced by the SFPUC in 1940 chronicling the initial construction of the Hetch Hetchy water system.

We have many neighbors along the Right of Way in the Peninsula one of which is JobTrain on O’Brien Drive in Menlo Park. JobTrain is an educational and training institution that also offers career counseling and job placement services to its graduates. In the spirit of the holiday we have put up orange fencing along Bay Road. While the fencing is orange, it is actually the standard construction limit fencing to protect vegetation during construction activities. Crews were out today finalizing the fencing along Bay Road as well as saw cutting the pavement in preperation for pipe installation.

Bay Road Scheduled to Begin Monday

We are completing work along Edgewood Road, and the contractor will now be able to shift crews to other areas of the pipe alignment. As a result, construction on Bay Road in Menlo Park is scheduled to begin Monday, October 31st.

Pipe installation will begin at the intersection of Marsh Road and Bay Road and move eastward to Flood Park. This work includes digging a trench, laying and welding segments of pipe, then backfilling the trench. Below is a detailed construction notice that was mailed out to nearby neighbors.

Construction staging for this work will be on the Right of Way between 14th and 18th Avenue.

After construction is complete we will restore the road to pre-construction condition.

After a brief delay caused by the rain two weeks ago the Hwy 101 jack and bore is moving along at a steady pace. With more than 160 of the 330 foot tunnel bored it should take a several more weeks to complete the tunnel and subsequent pipe installation. The pre-bid meeting was held last week and we hope to announce the new contractor in early 2012. Crunch Time at Edgewood Road

Crews are now across the entirety of Edgewood Road to ensure we meet our environmental deadlines at creek crossings. The new drinking water pipeline is currently installed at two of three creek crossings. In order to complete the final creek crossing and restore the areas by the environmental deadline we may work on Saturdays and Sundays for the next few weekends. The work hours for the weekends approved by the County will be 9am to 5pm.

Restoration is Happening

Restoration is beginning in many places along the Right of Way. Fences are being installed in Redwood City near Fleishman Park and in North Fair Oaks around Marlborough Road. The play structure at Fleishman Park is almost complete and the baseball field at Flood Park is being hydroseeded this Saturday. Commercial restoration plans are nearly finalized for many locations. Fence Restoration has Begun!

Fence restoration has started in areas of North Fair Oaks and Redwood City. The project is starting fence restoration at the Right of Way (ROW) near the intersection of Buckingham Ave and Marlborough Ave in North Fair Oaks just west of the CalTrain tracks. From there fence installation will move through areas of Redwood City and into North Fair Oaks west of the CalTrain tracks.

This is a major step in our effort to return the Right of Way to your neighborhoods this fall. Fence restoration includes grading, marking post locations, staking out fence lines and then installing the fence in the ROW. These steps will take place linearly along the fence restoration areas. We anticipate beginning construction on the redwood fences as early as Tuesday.

SFPUC ENCROACHMENT PERMIT HOLDERS: If you own a bisected parcel and have been offered a SFPUC encroachment permit for use of the ROW please ensure that all of your documentation has been returned (including insurance and fees). Without a fully executed permit, you will not have a fence replaced and you will not be allowed use of the SFPUC ROW. A reminder letter will be mailed to you from the SFPUC Right of Way Dept. If you do not know the status of your permit please email baydivision@sfwater.org with your name, address, and your questions regarding your permit.

Are you going to replace my fence?

To qualify for fence replacement by the project, the following conditions must be met:

Your property must qualify as “bisected” under the SFPUC’s definition: “A “Bisected” parcel is a private residential lot that the SFPUC right of way bisects or divides that may result in an irregular parcel size or shape or adversely affects access to the parcel.”
The SFPUC Real Estate Division (RES) must have received your completed SFPUC Encroachment Permit, proof of liability insurance in the amount of $500,000, and the required payment of $100 for a three-year permit.
Your fence must have been removed solely for the purpose of access to the SFPUC Right of Way for construction of the BDPL5 Project.

Fences will be built to standard specifications outlined in the SFPUC’s Right of Way Management Policy. The new fence will be made of wood, measuring 6-feet high, with the top foot made of lattice to allow for visibility. The fence may include a 3-foot wide pass through gate between parcels to allow for SFPUC to periodically access the Right of Way for regular inspections or emergencies. The gate will be secured with a standard latch allowing for an SFPUC lock.

Tunneling has begun at the Bay Tunnel!

The actual tunneling work at the Bay Tunnel project has begun! The tunnel boring machine (TBM) was launched and began tunneling on August 15th. In less than a month, the TBM has tunneled 130 feet of the total tunnel length of approximately 5 miles.

Since the diameter of the shaft is 58 feet in of the trailing gear that will be attached to the TBM is 600ft, these pieces of trailing gear are outside the shaft on the ground being prepared for installation and will be lowered in pieces into the shaft by the gantry crane and assembled once the TBM digs far enough to make room for them. The trailing gear is part of the TBM and includes the operating cabin located 100ft away from the TBM’s cutting head.

As the TBM tunnels forward, the soil being removed will exit through the center of the tunnel on conveyor belts that run out of the tunnel and up the shaft. The conveyor belts leads to the soil pit, an area outside of the shaft where the soil can be loaded onto trucks and hauled off site.

While soil is being removed from the tunnel, construction materials, equipment and tools are constantly being lowered down into the shaft and transported to the TBM heading through the tunnel.. Fresh air, electricity and water, necessary for the optimal working conditions while tunneling are consistently pumped into the tunnel by a series of pipes and power cords. These pipes and cords will continue to be extended into the tunnel as the TBM moves forward so that the TBM has the necessary power and the crews have all of the necessary elements and materials right at hand.

FAQ: Why is Cordilleras Trail still closed?

While pipe installation at Cordilleras trail was completed in May, the contractor needs continued use of the Right of Way for the construction of the valve vault within Pulgas Open Space. This new valve vault will allow the SFPUC to shut off flow to specific sections of a pipeline to perform maintenance and ensure that we will not need to shut down an entire pipe or potentially interrupt water service while work is in progress.

We assure you that as soon as construction in this area is complete and the trailhead can be reopened, we will remove all signage and announce the trail opening here. Until then, please use the other trailheads for your own safety. For weekly construction updates continue to check this blog.

Schoooooools back from Summer

As summer comes to a close, our focus turns from school and creeks to completing a few remaining areas of Redwood City and moving to the final large areas of pipe installation. In Redwood City, we are installing pipe at the valve house and closing the CalTrain jack and bore site on Westmoreland Ave in North Fair Oaks.

Major pipeline installation remains to be performed at Edgewood Road, Bay Road, and the jack and bore tunnel under Hwy 101 all of which will be underway in the next couple of weeks. Edgewood Road, which started at the beginning of the summer, is progressing nicely with approximately 1/3 of pipe installed.

Construction at Bay Road was scheduled to begin this week. However, two Lesser Gold Finch nests were discovered on the Right of Way which prevents the use of heavy equipment in the area. Bay Road is now tentatively scheduled for the beginning of September.

The Bay Road delay has pushed the Hwy 101 jack and bore site forward which has just begun. Dewatering wells have already been installed at Iris Lane and Van Buren Road in anticipation for the boring pit where the tunnel boring machine will begin boring under Hwy 101.

Restoration Update

The construction management team has been conducting ongoing meetings with the contractor (Mountain Cascade Inc) to finalize the scope of work and schedule for the restoration of driveways, fences, and commercial properties. B&W Fence Co has been selected as our contractor’s fencing subcontractor. As described in the most recent letter sent out by WSIP Director Julie Labonte, a clear restoration schedule based on community priority and construction realities will be completed by the end of this month.

Costano Elementary Restoration is Nearly Complete

A few of short weeks ago pipe installation was finished at Costano Elementary. Since then we have restored the grass field, running track, concrete sidewalks, and seating area that the pipeline crosses beneath. Over the next few days we will finish paving the affected areas of the parking lot. Complete restoration should be done just in time for teachers to return and prepare for school to start this fall.

In other restoration news, paving has been completed on Avenida del Ora in Redwood City. There are a few minor tasks to finish; including raising manhole covers and road striping, but all work will be completed in time for the start of school at John Gill Elementary.

FAQ: When will restoration begin?

Last month many of you received a letter from WSIP Program Director Julie Labonte that said by mid-July we would have a clearer picture of restoration plans and timeline. Over the past month we have completed final testing on specific areas of the pipe alignment in order to “approve” these areas to commence restoration. The results of these tests are under final review by our project team and engineers. The WSIP Director is requesting a restoration plan and timeline from the Construction Management team. Once the contractor has completed work in school yards and environmentally constrained areas mid-August, they will establish a schedule for restoration that will begin in Redwood City and occur in linear phases to ensure the fastest most efficient completion. We appreciate your continued patience and will post additional restoration updates as they are confirmed.

Saturday Work Continues

We are continuing to perform welding and other low impact construction work on Saturdays in the Right of Way in both East Palo Alto and along Edgewood Road in San Mateo County. Repaving Avenida del Ora

Over the next few weeks we will be repaving Avenida del Ora between Jefferson Avenue and South Place in Redwood City. Construction and repaving activity will happen between the hours of 7:30 a.m. to 4:30 p.m. as set by Redwood City. Traffic controls and detours will be set up to reroute vehicle traffic around Avenida del Ora when necessary.

Construction Alert – Cordilleras Creek Work Postponed

While pipe installation continues in many locations across the Right of Way, the installation of pipe in Emerald Hills between Hillcrest Road and Edgewood Road has been postponed. Environmental constraints for creek crossings limit construction work to only the summer months. However, even with our 3 active construction crews the project cannot meet this time constraint and complete the tunnel under Cordilleras Creek this year. This is work is being rescheduled to take place next summer. The section of pipe alignment affected by this change includes Bennett Road, Cordilleras Road, and Woodhue Court.

Summer is Upon Us

The warm weather has finally arrived, and as of June 15th summer officially began for our contractor. This means that the calendared environmental constraints are lifted, access to work in schools is granted, and almost all of the Right of Way is available for construction. So this marks the beginning of the busiest time of year for construction crews across the entire pipeline alignment.

As you can see below work is taking place across most of the Right of Way from pipe installation, to tunneling activities, and mowing. Construction notices are in the mail and/or being delivered to your home if construction is going to begin in your area. This blog is also a great source for timely construction information.

Night crossings will limit traffic to one lane in each direction from the hours of 9pm to 6am on both Willow Rd. and University Ave.

The Tunnel Boring Machine has Arrived!

The 58-foot in diameter Ravenswood shaft, where the Tunnel Boring Machine (TBM) will begin mining, has been completed. The TBM arrived from Japan by boat to the San Francisco Port and trucks to the construction site in Menlo Park. Currently the three major parts of the TBM are being assembled at the bottom of the 141-foot deep Ravenswood shaft. Together these three parts weigh approximately 290,349 lbs or 131.7 tons.

This week, two Hitachi assembly experts arrived from Japan (were the TBM was manufactured) to assist with the assembly of this specially designed and manufactured Tunnel Boring Machine.

The Bay Tunnel will be a 5 mile long tunnel running under the San Francisco Bay from Menlo Park on the Peninsula to Newark in the East Bay. The 15 foot diameter tunnel will be dug from west to east by the TBM over the next 2-3 years. The installation of BDPL-5 inside the tunnel will follow this and connect the Peninsula and East Bay sections of the pipeline.

The pipeline that you see being installed throughout the Peninsula is part of the Bay Division Pipeline #5 Project (BDPL-5 Peninsula). BDPL-5 Peninsula is 1 of 86 projects that are part of the Hetch Hetchy Water System Improvement Program. These projects will seismically retrofit, repair or replace outdated infrastructure and ensure that 2.5 million Bay Area customers continue to receive high quality drinking water even in the case of an earthquake or other disaster. This Peninsula portion of the pipe connects to the Crystal Springs watershed in the west and will be connected to the Bay Tunnel in the east.

Construction Update

Dewatering is continuing at the Marsh Rd. jack and bore site resulting in water along 14th Ave in North Fair Oaks.
Pipe installation along Ivy Dr. in Menlo Park is continuing. We are now to the intersection of Ivy Dr. and Carlton Ave.
Pipe installation is happening in North Fair Oaks, and approaching 16th Ave.
Construction will soon begin at the west end of Edgewood Rd. near Crestview Dr. and along O’Brien Dr. in Menlo Park.

FAQ

What is the story on wildlife in the Right of Way?

There are many native species that call the Right of Way home. Most recently we have found a few nesting birds, most excitingly the White-tailed Kite (Elanus leucrus). As part of our environmental responsibility we are committed to not disturbing the nests and habitat of these birds. We are excited to have our Right of Way as part of a vibrant urban habitat for local species of all kinds including nesting birds.

In keeping with the animal theme, we are also doing our annual weed abatement along Edgewood Rd. This is an exciting time because right now we have a herd of 500 goats grazing the weeds and annual grasses in the Right of Way. This method of weed abatement saves fuel and other resources that would otherwise be expended by mowers and other machinery. Unfortunately we cannot use the goats to do residential weed abatement.

Unfortunately, our pipeline assessments are still in process and a timetable for fence and commercial restoration cannot be scheduled until these are complete. It is an extensive process that ensures that we will be able to deliver high quality drinking water to our 2.5 million Bay Area customers. We understand that this has been an inconvenience for everyone and we are committed to starting restoration at our first opportunity. FAQ:

What is “hydroseeding”?

Part of our environmental responsibility (and state law) requires that we regrow vegetation on any undeveloped land after construction. Our department of natural resources has selected a combination of 14 different native grasses and plants to be “hydroseeded” on the Right of Way. “Hydroseeding” describes the process by which the seed combination is sprayed onto the Right of Way. This process glues the seeds to the ground to prevent them from blowing away and gives them some nutrients to help them grow. These plants were selected because they are native and drought resistant minimizing watering and maintenance and possibly providing habitat for native species.

Where is all that water coming from?

As we mentioned a few weeks ago, we are tunneling underneath Marsh Road at the intersection of Bay Road to minimize traffic impacts. If you’re in the area you may have noticed a large amount of water being discharged from the site at Bay and 18th Ave. This is a process called dewatering in which we have to remove groundwater from a site to make a safe working environment for our contractors in the trenches. Water is pumped out of the hole or trench and collected in a large tank. The tank allows any sediment in the water to settle so that clear water can be safely discharged down the local storm drain. This is often a constant battle as groundwater wants to re-enter the trench. As a result, pumping day and night is required at times.

Construction update:

Trenching is continuing along Edison near the Tot Lot and moving from 11th Ave to 18th Ave
We are continuing to dig a boring pit on the north side of Marsh Road and are now digging a receiving pit on the south side of Marsh Rd.
Pipeline installation is moving steadily along Ivy Dr. near Hollyburne Ave and Sevier Ave.
We are preparing to start construction near O’Brien Dr. in Menlo Park.

FAQ:

The Right of Way needs to be mowed! When is this going to happen?

Our water system operations crews mow the Right of Way in spring and fall as part of our overall maintenance to maintain access and prevent fires and other hazards. In some instances, we use local goat herds to graze and reduce the vegetation in the Peninsula and Alameda watersheds.

We are a developing a priority mowing list to address when the crews move to the Right of Way through residential communities on the peninsula. Currently the crews are working closer to Hwy 280. If you have concerns, please let us know so we can add specific areas to the queue.

Work to begin at the Tot Lot in North Fair Oaks

We are very happy to be returning to the Tot Lot on 8th Ave. and Fair Oaks Ave. The conflicting utilities have been relocated allowing us to install pipe at the Tot Lot. We should be getting started there by the middle of next week.

Construction Update:

• We are continuing work on Ivy Dr. in Menlo Park. Work is moving from west to east starting at Belle Haven Elementary School.
• We are also continuing work at the jack and bore site at the intersection of Marsh Rd. and Bay Rd.
• Work is also continuing from 12th Ave eastward in North Fair Oaks.
• Work is slated to begin at the Tot Lot at 8th Ave and Fair Oaks Ave.
• We are also preparing to start construction along Edgewood Road in Emerald Lake Hills as well as near O’Brien Dr. in Menlo Park.

When will Flood Park be open?

The contractor will continue storing materials on the SFPUC Right of Way in the park, which allows more room to work in the narrow Right of Way along Bay Road.

Marsh Rd, Ivy Dr, and more...Construction Update

We are working in many areas across the Right of Way at the moment. We just began excavating at the Jack and Bore site at Marsh Rd. This will allow a tunnel boring machine to dig underneath the width of Marsh Rd without disrupting traffic. The tunnel will be 6 feet in diameter and will not disturb any of the ground above the tunnel. Pretty amazing.

We are doing preliminary “potholing” along Ivy Dr. to locate utilities and minimize disruption during pipe installation. Work will happen along Ivy Dr. between Henderson Ave. and Carlton Ave. Construction will begin shortly, but we will maintain limited two-way access on Ivy Dr. throughout construction.

We have completed our potholing investigation of Avenida Del Ora. We are currently evaluating options for roadway restoration in the summer when we will minimally impact John Gill Elementary. We also completed important soil sampling at Costano Elementary School.

Pulgas Ridge Open Space

We are pleased to report that, while we have had to close the Cordilleras Trail at Pulgas Ridge, full access to the Polly Geraci trail and the rest of the park via the Blue Oak Trail will be maintained throughout the entire construction process. This means that as spring is sprung we can continue to enjoy the Pulgas Ridge Open Space Preserve.

Unfortunately Cordilleras Trail is the only ADA accessible trail at Pulgas Ridge. However, we are currently posting signs at the trail heads along Edmonds Rd. with directions to ADA accessible trails nearby, at both Purisma Creek Redwoods and Huddart Park. Lets all hope that the good weather holds out, so that construction on our end can move along and we can all enjoy the recreational activities at our parks.

Weekly Look Ahead

Our Project Manager probably said it best, "This team will exercise excessive caution with pipeline inspections."   This week, the contractor and team will review exterior pipeline welds in 6 locations along the alignment. They are working this week on 2 sites in Flood Park, and this cycle of inspections is expected to take up to 2 weeks. After that, we will proceed with fence restoration, most likely beginning at Jefferson to Oak in Redwood City. Once the subcontractor gets the first few blocks completed and the work is approved, we'll release a more thorough fencing schedule.

Continuing Pipeline Quality Assessments

You may be wondering why the pipeline installation is not proceeding as quickly as it did in months prior. The project team is continuing pipeline inspections along the alignment. As a result, we cannot commence fencing or other restoration until this quality assessment is complete.

The weather has also held the subcontractor back from restoring fences beginning in Redwood City. Once the pipeline assessments are complete and the weather cooperates, a subcontractor will install redwood fencing along bisected properties that have active Right of Way permits.

Controlled burns at Edgewood Park

The California Department of Forestry and Fire Protection is assisting San Mateo County Parks and the San Francisco PUC with controlled burns at Edgewood Park, which could begin as soon as, January 11.

In general, the burning will take place from 9:30 am – 2 pm on Tuesdays, Wednesdays, and Thursdays, through January and February (subject to Air Quality Management District-permitted burn days).

It’s likely that community members, and drivers on Route 280, will see smoke from these controlled burns – there is no cause for alarm and you do not need to report sightings of smoke emanating from Edgewood Park.

Hydroseeding!

You will notice a unusual gray coating that is showing up on the SFPUC right of way, as we are restoring the soil. We are hydroseeding the soil, so that vegetation can begin to grow. This will also prevent erosion when the rainy season starts. Hydroseeding typically consists of applying a mixture of wood fiber, seed, fertilizer, and stabilizing emulsion with hydromulch equipment. If you live near the SFPUC right of way, you will be able to see and smell the soil. The smell could last up to 3 weeks. It's important to stay off areas that have been hydroseeded until the grass is fully established. Also, don't attempt to water it to wash it away, because it will only make the smell stronger and last longer.

Have you seen our pipes on El Camino Real in the Mel's Bowl parking lot in Redwood City? We have reached El Camino and will begin night work this Sunday, October 3rd. El Camino Real crossing is between Northumberland and Nottingham Avenues. Due to high volume of traffic on this street, this work will be performed at night between the hours of 9pm and 6am Sundays through Thursdays during the month of October. Through traffic will be maintained in each direction during construction.

You may have stepped out of your house in areas around Alameda, Brewster, Upland, and Hillcrest and noticed a very unusual smell in the area. You may have noticed the SFPUC right of way is now covered with a gray coating. Well, this is what they call "hydroseeding". Hyrdoseeding is the process of combining seed, mulch, fertilizer, and healthy soil amendments with water to mix in a HydroSeeder® tank to form a thick slurry. This slurry is applied with pressure to the surface for seed germination and turf development. Hydroseeding is the fastest, most cost effective and highest quality method of seeding lawn, landscape and erosion control practices.

Avenue del Ora Water Line - UPDATE

While digging in Avenue del Ora in Redwood City today, we inadvertently damaged the water main that supplies water to houses on Avenue del Ora between Jefferson and South Place. We are working with the City of Redwood City to get water restored to your home as quickly as possible. You may experience intermittent water outages while this work continues.

We apologize for any inconvenience this may cause and are doing our best to get your water back on as quickly as possible!
